I don’t think that is a new change. Sometimes when I overcharged for shipping, or for other reasons I do a partial refund through Paypal by doing it right on the page where that transaction is. I noticed if I have a $0.00 balance in my Paypal account, it is always given back to the buyer in the form of a pending E-check. I just write to the buyer and explain why the refund is pending. BUT if I have a Paypal balance, they always deduct the refund from that. So now if I want to do a partial refund or a refund for that matter I try do it when I have the $$$ in my Paypal account. Just write a nice note to your buyer and explain it to them. Say its not your fault, its the way Paypal does it.
